Odisha government has launched a major rural housing scheme named Antyodaya Gruha Yojana 2025 to ensure every poor rural family can live in a permanent, safe, and dignified home in the state.
Under this scheme, the state government is providing ₹1,20,000 for building pucca house to about 5 lakh families in the state. In, the first phase of the Antyodaya Gruha Yojana, the state government will be providing benefits to 50 thousand beneficiaries.

What is Antyodaya Gruha Yojana & Its Objective
Odisha’s Antyodaya Gruha Yojana (AGY) was launched in March 2025. Its objective is to provide strong, pucca houses to rural families who are poor, homeless, or living in unsafe kutcha houses.
The main objective of the Antyodaya Gruha Yojana is to end rural homelessness in Odisha. The scheme focuses on giving permanent shelter to those who are struggling financially or are left out of other housing schemes, including disaster-affected families, widows, disabled persons, and other vulnerable groups. By providing financial support directly into bank accounts, the government aims for full transparency and quick construction.
Eligibility Criteria for Antyodaya Gruha Yojana
Antyodaya Gruha Yojana was launched for rural families in Odisha who do not own a pucca house. Below is the eligibility criteria for application under this scheme.
- Households who are living in kutcha houses or homeless.
- Forest Rights Act (FRA) beneficiaries.
- Households where the main earner is a PwD (person with at least 40% disability).
- Poor families left out of other government housing schemes such as Odisha PM Awas Yojana Gramin, Indira Awas Yojana and others.
- Families whose earlier houses were destroyed in disasters (flood, cyclone, fire, earthquake, elephant attack, etc.)
- Families who had to relocate for government projects such as highways, irrigation, etc.
- Families who are living in sanctuary / reserve forest areas across the state.
Even if you have received a house before but lost it due to disaster or relocation, you can still apply if you don’t have another pucca house.
Financial Benefits of Odisha Antyodaya Gruha Yojana
Under the Antyodaya Gruha Yojana, selected beneficiaries will get ₹1,20,000 to build a pucca house. This money is sent in three installments:
- ₹10,000 at the start (work order issue)
- ₹65,000 after reaching roof level
- ₹45,000 after completion
Extra incentive: The scheme also offers extra incentives if the house construction is completed fast enough. If the house is completed within 4 months, the family gets an extra ₹20,000. For completion within 6 months, ₹10,000 extra is given. All the payment is made directly into the bank account of the head of the family via Direct Benefit Transfer.
Beneficiaries can also get up to 90 – 95 days of paid labor under MGNREGA scheme, and support for toilets, water, and electricity through convergence with other schemes.
Ongoing work of Biju pucca Ghara yojana (BpGy) will also be covered in this scheme.

Print the form and fill the form carefully with all required details. Attach photocopies of all necessary documents. and then submit the filled form at your local Panchayat Samiti office or designated collection center.
After your application form is submitted, Panchayat and BDO will verify your documents and enter your information in the RH portal.
